Seek consult: I would recommend you see either an orthopedic surgeon or a neurosurgeon as you may have a problem with a disc in your neck. I sounds suspicious for a "pinched nerve" or herniated cervical disc. A physical examination and possible a MRI would be helpful. Bp check usually doesn't cause Arm pain but as you are telling me that you checked 10 times that may suggest you are anxious about it which it self can cause psychogenic pain.
