I think I have a callius on my finger right at the top of my finger nail but I'm not sure. I cut it and it keeps growing back the same?

Probably a fungus: Fungus spores are in the air and can get into the nail due to trauma. The nail grows thicker, discolored and may have an odor. There are over the counter remedies, If these don't work, see a podiatrist for Rx medication.

There is this hard skin growing under my index finger nail, and it doesn't hurt at all however it is becoming annoying and creates an irritation.

It may hurt, but...: There is a small piece of nail still embedded in the corner. You need to get that out. Soak to soften the area and try to get it free. If you can't get it out on your own, a doctor can. Sometimes this can be done without numbing the finger, but often, anesthesia is necessary. If it is a chronic condition, there is a very successful surgery that can be done to permanently correct the problem.
Warmth: Warmth for 20 minutes 2-3 times a day can increase blood supply and allow the area to heal more quickly. However, if swelling into the finger occurs, seek assistance, as it may be infected. If warm water soaking, use Epsom salts to prevent the skin from having osmotic damage to the healthy tissue. A heating pad wrapped around the hand will work, just as well. Pus under fingernail: Usually pus under or around the fingernail means there is a bacterial infection of the skin or maybe an abscess has already formed. This abscess needs to be drained as soon as possible and antibiotics are needed to fight the infection. The pus needs to be cultured to determine exactly which bacteria is causing the infection, but antibiotic treatment needs to be started before the culture result.
Itch: This sounds very normal to me. Itches come and go and these are normal. Is there a rash? Bite?
