Is a blood sugar level of 138 normal for a 106lb 24 year old female normal when she hasnt eat anything for five hours?
I normally wake up with a blood sugar level of 7.2mmol/l . Is this normal? I don't take any medicine nor sugar. Advise.

Yes it is: but it's in the high normal range. If you're obese it would also be important to see what your glucose is 2 hours after a meal and even do a hba1c to evaluate long term glucose levels. Discuss it with your doctor.
It depends: Upon how long after eating, but is probably normal. Fasting or two hour post-meal is easier to evaluate as there are scientific standards for these time points. An a1c will evaluate glucose over past 3 mos. No matter what your blood sugar, if you're overweight begin a program of education, diet, exercise and weight loss.
Could a blood sugar level of 104 fasting cause diabetic neuropathy? My legs are dry, shrinking and feel weak. I'm walking slower than normal.
Unlikely: In order to be diagnosed with diabetes, you have to show abnormalities in one of several ways: fasting glucose over 100 mg/dl, or HgA1c over 6.5% at two separate testing, or a random glucose test > 200 mg/dl. Therefore I would consider the level of 104 fasting mildly abnormal and unless it was elevated at other times in the past, that level by itself is unlikely to cause a true neuropathy.
Blood sugar: Mean level is 5.5mmol/l or 100mg./dl. , although it fluctuates during the day where it rises after meals. The normal fasting level is 70-100 mg./dl. If not fasting, the level should not exceed 125 mg./dl. For diabetics, the level should be 70-130 fasting, or less than 180 after meals.
Meat and veggies: Eat only meat or fish or cheese or eggs or poultry and low starch veggies, drink only water. In other words avoid all carbs, carbs will only briefly raise your sugar levels and then you will get hungry again. The fats in the meat or fish or cheese or eggs or poultry will act like a "log on your metabolic fire" to keep your blood sugar stable for hours.
