Don't rush: Wait couple of years you will get facial hair, few more years later you will be tired it, to shave

Testosterone: Testosterone replacement if there is a deficiency, ncreses facial hair. Other ways of increasing facial hair or scalp hair is topical rogaine. Loniten (minoxidil) applied topically or taken by mouth will grow hair. This is a vasodilator that powerfully reduces blood pressue. Propecia (finasteride) is another pill that grows hair.
Don't know of a way: To speed up just facial hair. For healthy hair growth: Get adequate sleep, avoid excess sugar & fat in diet, v carbonated beverages, eat enough protein, exercise regularly. Biotin helps (but don't over do it). Insure you have adequate Iron (think kale & other dark green leafies), Omega 3 fatty acids (think walnuts) and vitamin E (fruits & vegetables).

Puberty: When a male starts to produce testosterone, then facial hair as well as hair over other parts of the body grow. This is a testosterone mediated process and even occurs in women. Yes women make testesterone as well but not as much as men and these are known as secondary sexual characteristics of men and women.
