Eye tearing/discharge in an infant can be normal when one of the valves draining the tears into the nose hasn't fully opened (valve of hasner). Most of these tear valves open by age 2-3 years, so that immediate intervention isn't necessary, as long as the eye isn't red. Possible tear issue: A small group of infants have an obstruction to the lower portion of the tear drainage system (inside in the nasal passages). Since the tear overflow is on one side only, this is a possibiity. It can also occur from disease in that eye.
