Maybe (not) . . .: I have no way of determining what was (not) tested. Ideally, diabetics should see their Ophthalmologist at least once yearly. Podiatrist can provide foot care if family doc notes loss of sensation (monofilament test). Cardiologists would assess heart function, of course. Family docs can monitor blood pressure, A1c, cholesterol & urine microalbumin:creatinine ratio. So did he get all this done? ...Read more

Probably poor liver synthetic function with fluid leaving blood vessels and into the surrounding tissues and peritoneal space, hence the low blood pressure and high pulse rate.
