Depends: It could simply be an area of increased pigmentation, like a freckle. I would recommend having your child examined by a pediatric ophthalmologist to be sure.

Pinguecula: Sounds like a pinguecula, which is a deposit/build up on the white part of the eye (sclera) due to uv light and dryness of the eyes. You can use artificial tears, and use a cap and/or sunglasses when outdoors. Sometimes you do not notice them until there is inflammation causing a red background making the white spot (s) more noticeable.

Old or recent?: If this red spot just recently appeared it could be a ruptured tiny blood vessel in the white of the eye. These are usually not serious, cause no discomfort and resolve within a week. If the spot has been present for weeks, have an ophthalmologist examine it.

Can be normal: Darker-skinned people often have areas of pigmentation on their conjunctiva (clear vascular layer over the white). This is normal. You may also have a benign area of degeneration called a pinguecula, which can be caused by sun, dust, and wind. Malignant brown spots on the white of the eye are rare and are usually found in patients much older than you, but if in doubt, get it checked out.

Cataracts/Floaters: Cataracts may allow 20/20 vision and still cause glare symptoms. Spots usually represent opacities floating (floaters) in the vitreous humor. New floaters need evaluation.

Have your eye doctor: Look at it, and measure it. This has to be monitored to make sure that it is not something dangerous. Also the history of how long the 'black dot' been there is critical. So don't delay, and make an appointment to see your eye doctor, and make sure they do a dilated funduscopic examination of the inside of your eyes too.

Be seen now!: Please see your doctor ASAP as this could be a sign of an ocular stroke or a retinal artery occlusion. I would probably go the to an ER with an ophthalmologist on staff to get fully checked out.

Spot on iris?: The iris is inside the eye and surface anatomical aspects will not be affected by anything you do. But the spot, if new, might be a corneal ulcer which will look superimposed on the iris. This needs treatment so if this is the case, especially if the eye is red and/or painful, then see your ophthalmologist.

See doc now: If you have had eye trauma, and you actually have vision changes such as not being able to see in part of your visual field, you need to see an ophthalmologist immediately, as in today. You may have to go through an er to see one. Hopefully nothing needs to be done, but sometimes an immediate procedure is required.
