Yes if no anesthetic: Circumcision on an adult is usually performed under general anesthia or occasionally under local anesthesia. Either way is painless fruring operation. Local anesthetic injected into base of penis during operation helps for few hours after operation. Post-op pain intensity variable, worse when u have erection. Percocet works well for pain. Probably a split: Doubt you actually have a "cut". Most likely a split in a somewhat tight foreskin (phimosis) and a result of retraction, either manually to urinate, with masturbation or sexual intercourse.
