Two possibilities: Your eustachian tube can be too open. It normally stays closed and opens with pressure changes or swallowing. If it is open always, it can cause you to hear your own breath sounds. It should get better with lying down. Or you could have a superior semicircular canal dehiscence, which means a compartment of your inner ear has a hole in it.
