No: Although this is most likely a benign cyst, it is not small. 9mm is almost 1/3 of an inch. If it is not tender with redness around it, and it has been there for months, I would not worry about it. A 2-3 mm. Cyst is what I would call small. Yes it is ok to pop it but beware of a "fun" taste and then do a warm salt rinse afterwards. You might have some slight bleeding so don't be alarmed. You can also have them sucked out with a small surgical suction tip.
