Keep watching: I suspect that this may be at the early stage of shingles but only time will time. If you do note blisters or pain coming on, contact your doctor to get treated promptly.

Possibly: A pinched nerve in the neck can cause neck pain as well as numbness and tingling. Goose bumps are not a common complaint but are certainly possible.

This is very likely: A temporary nerve compression or dysfunction. The tingling nature of your symptom suggests nerve involvement. Something might be pressing on a nerve near your shoulder blade (could it more likely happen when you are lying on your back/shoulder blade?) The reassuring thing is it sounds transient and resolves quickly. Unless it worsens in frequency or intensity, or spreads in location, OK to watch.

Small blisters?: This could represent dermatitis caused by contact allergy. Without at least a photo it is impossible to make a more definitive answer. Cool compresses and calamine will give you temporary relief. If it gets worse see md.

Goose bumps: Probably nothing major but if the tingling gets worse or more common, please see your doctor. Nothing to do with tingling but go easy on the licorice or you will gain a lot of weight.

Possibly: Not certain about goosebumps, though could be autonomic response. If tingling in legs with work on neck and arms, then check out if any compression in the neck or upper spine. As to the water, your connective tissues, fat and muscle store lots of things that your body has to process when mobilized by massage. Hydration helps.

Other things can also do it but if your symptom is brand new or relatively brisk an unrelenting in its onset (in other words it's not going away) then, you should pick up the phone after reading this and call 911.
