Very small red "dots" on you feet and or legs may be petechia which are very small "blood spots" under your skin. Theses have many many possible causes from medications to infections. Even straining from activities such as lifting weights. I suggest seeing a dermatologist to have them evaluated.

What you described is normal in people with darker complexion.
