Can Pfo cause low oxygen levels while exercise. My oxygen levels drops down to about 88 while I am walking, then at rest it goes up to 98?

Yes and yes: A very low oxygen tension can make people have seizure like activity or unconsciousness depending on the response of the cells of circuitry in your brain. The cells can become irritable and have more discharges. People with COPD are exercised to see if they need o2 as oxygenation can drop with activity depending on the severity of disease.

Not normal!: I don't know of "normal" reactions to panic. But something was not right to have those vital sign extremes. See a doctor to for an exam and report those stats. A feeling of panic can be a symptom itself, especially if there was no environmental or pre-cursor emotional horror to cause it. If your cardio system is ok, get a referral to a psychotherapist w/ excellent anxiety-panic tx skills. Best wis.

If your dad has COPD and has been given a lot of supplemental oxygen in an effort to increase his oxygen saturation (spo2) he may not have enough respiratory drive to blow off the co2 independently and develop co2 narcosis causing him to be unresponsive. In these patients, we often use non-invasive positive pressure (bi-pap) to help patients as an alternative to mechanical vent.

Interesting: I wonder if this has something to do with atmospheric change, but would have to know where you originate from. I'm also curious as to why you measure your oxygen level regularly. Is there a health product for this? The lower O2 level could be a cause of not feeling well or an effect of something else that made you not feel well (eg pneumonia). Recommend virtual c/s for more informed response.
Other diseases: If you ask me what causes low o2 in a perfectly normal and healthy elderly it makes a difference. There is an alveolar to arterial ratio that changes with age, and o2 is lower in elderly by this notion alone but no to point of hypoxia. No: No, certainly not directly. That is, stress can cause a lot of problems, but it would not in of itself cause you to have a low oxygen level. For example, stress could lower your immunity. You could then be more susceptible to getting a lung infection, and then the lung infection could cause a low oxygen level.
