Few conditions.: Are you working with any chemicals/allergic to any soap, detergents, perfumes etc. Some of the common things in the hands are exzemas which can leak some liquid, but more of a straw /amber coloured, scabies an infestation by a parasite-common in the spaces between the digits, more itching in nights than day time, and also things like pustules - we call impetigo from staph infection. See your doc first.

Probably benign: Given your age and history, there are several benign skin and/or below the skin growths (tumors) that would fit this description. A biopsy or removal of the lesion would give you a definitive answer.

Impetigo: You must be seen, examined and cultured for a combined strept/staph infection: you are describing impetigo a very highly contagious skin condition: seek medicalk attention ASAP! - Thi swill continue to spread without medication.

Doubt herpes: Herpes doesn't behave like this - it doesn't cause a "red bump" that would "leak pus". This sounds like a pimple or infected skin cyst. See a doctor to be safe, but I don't think you need to be worried about herpes or any other STD. Good luck.

Rash: Although this may be vesicular dyshidrosis (common benign skin condition), without actually being able to see it makes it very difficult to say. If this keeps up and is disturbing you, go and show it to your family doctor.

Pompholyx: This sounds a lot like a type of eczema. Pompholyx presents as recurrent crops of deep-seated blisters on the palms and soles. They cause intense itch and/or a burning sensation. They usually scab over and heal. They can return over and over. There are some steroid creams that will help. See your doctor for treatment. There are other things it could be too. Good luck.

Eczema: Sounds like eczema. Needs to be treated with mid to high potency steroids. Could try twice daily Hydrocortisone ointment and strict avoidance of soap, water and solvents for a few weeks.

HCL burn: Flush the finger with water immediately for at least 15 minutes and then seek the attention of a physician to make sure that your digit is safe. Good luck.

Synovial cyst: Sometimes a small channel can develop between the deeper levels in the skin which can communicate with an adjacent joint. As the joint moves it can "pump" synovial (joint) fluid into a cyst under the skin. It can wax and wane in size; sometimes is can be re absorbed completely. If, however, it were to become progressively larger and painful it might be useful to check with an Orthopedic MD

Itchy bumps: Small bumps can occur on the skin for a variety of reasons, but when they are "ichy" it is usually an indication that they are a "reaction" to something - an "allergy". You may be allergic to something that your skin is coming in contact with like a soap or lotion - could also be clothing. Try to find out what is causing the reaction, eliminate it, and see if it gets better. Steroid cream may help.

Bumps on knuckles: Heberden's nodes are genetic arthritic spurs on the distal finger joints, more common in women (look at mom, nana, or auntie's fingers). Bouchards nodes, affect the proximal knuckle (closest to the palm) and are less common. These are arthritic, but not specifically related to cervical ddd.

Not normal!: Did you hurt it? Get a thorn, or piece of wood in it? Is it swollen? Painful? It is not normal to have fluid leaking out of any joint. Get checked today to be sure you don't have an infection in it. Infections in joints are not good! It can lead to permanent joint damage.
