Likely a wart: From what you described, the lesion is more likely to be a wart than a melanoma.

Dyshidrotic eczema: Sounds like dyshidrotic eczema which is a dry skin condition. Treat with topical steroids, moisturizers and antihistamines. See your doctor to get stronger strength topical steroids. Otc cortisone does not work very well.
