If my nerve was severed and I recieved therapy but it didn't work, why would the muscle be atrophied?
It is no longer used: If the nerve is severed, it is no longer sending signals to the muscle to contract. Without these signals, the muscle shrinks in size (atrophies) from non use. Why does manual release therapy whereby a therpist holds and presses a muscle for a long time work to release muscles reducing pain/dysfunction?
Stretch scar tissue: Muscles are encased in a tissue envelop called "fascia" . When a muscle injury or strain has occurred the fascia which is normal flexile/stretchable like the muscle becomes stiffer. Manual release attempts to stretch out the scarred tissue around the muscle (and within it as well) allow the muscle to work more normally and ofen with less pain.

Just a guess...: It may be because it is not covered by insurance and can be expensive, making it less likely to be prescribed. Drs may also want to come up with a source of the muscle tension and focus on treating that. Massage therapy can provide relief in some people and in some the tension comes back. Osteopathic drs are trained in manipulation treatments, some include muscle stretching/massage-like treatments.

If the adductor: Weakness is causing problems, say gait issues, then yes. You should make sure there is nothing else going on as well and should have a physical examination.Otherwise a regular workout routine should be okay to strengthen adductors.
