Over 99% of the tine the cause is hypothyroidism, which itself has many causes, as mentioned by Dr. Kaur.
I advise everyone with hypothyroidism to ask their doctor to test them for thyroiditis, as most will have this and treatment is a bit different from plain hypothyroidism.
Another cause can be a pituitary gland tumor. Most pituitary tumors are benign.
Error in testing: It is possible that one of the test results is in error. It would be prudent to discuss it with the doctor who ordered the tests.
Dosage increased to lower TSH to a 1 or 2, its at 3.4 now. Anyone else still symptomatic with normal levels?
Yes: 1-2 is the mid normal range for TSH and is the goal many doctors treating hypothyroidism strive to get the level to. Many people will feel better with the level in this range.
Thyroid inflammation: Can cause variable TSH results. Tsh tests are very sensitive but often not real reproducible. Levels vary by time of day. Tsh is secreted in spurts and may vary depending upon when it's drawn. Plus some labs are better and more reliable than others.
What could cause a TSH to drop from 25 to 3.1 in less than 2 weeks. Doctors retested after worsening symptoms. Can TSH levels fluctuate that much?
Yes: Peptide hormones like TSH have short half lives measured in minutes. Adequate treatment with replacement thyroxine would cause TSH to drop rapidly.
Unlikely but...: Rhodiola is known to improve thyroid function and thus might be expected to reduce TSH levels somewhat (though more research on this is needed). I'm taking 150 mg levothyroxine but it couldn't increased the level of my TSH during two month it's remains 0.05. what should I do?
Recheck: A low TSH indicates that the dose of levothyroxine may be a little to high. You should have your levels checked and the dose adjusted.

If your tsh: Is that elevated upon repeat morning testing, then you have early hypothyroidism, and need brand name T4 replacement until your levels are normalized. Check w/your doctor.

Low thyroid function: If you have a high TSH, it may be that you have hypothyroidism, which is very common & responds well to very cheap medication to correct. Low thyroid function can cause depression! So if you have thyroid hormone deficiency get treated, your depression will improve faster, even if on depression meds & the meds may not work if your thyroid hormone level is very low.
