I have elevated dhea levels (345) and low estrogen, I am 31 years old and do not have any tumors. Could birth control help balance this out?

If you mean DHEAS: your level is normal. Why are you taking DHEA? It's metabolized to either cortisone, estrogen or testosterone and you can't control which one. Also, most of the DHEA pills don't really have much DHEA in them. Not likely: If you are not trying to conceive, then birth control pills are best to help prevent conversion to testosterone as well as to help prevent uterine cancer. Women with pcos often have elevated estrogen, not low estrogen. Maybe consider going to gynecologist again to make sure that you have the right diagnosis.
