Lichen planus?: Most skin problems of the genital area are not STDs. Your description suggests lichen planus, which would be even more likely if you also have lacy white marks in your mouth, inside the cheeks. Google LP to find photos. May be & may not...: Being exposed to HPV does not mean you will contract it and contracting it does mean you will develop wart, reflecting your immune ability to defend yourself. Don't fret: While we would need more information to give you a definite answer i'm going to give your doctor the benefit of doubt and assume whatever they are isn't serious or even abnormal but since your doc knows what they are not, you might ask him/her what they are. If they are small round flesh colored bumps they are probably hair follicles like goose bumps which is totally normal. ...Read more

Probably normal: Every male has "small white bumps" on the penile skin, normal sebaceous glands and hair follicles. If you are this is new and/or abnormal, see your doctor or a dermatologist. In the meantime, this description doesn't sound at all like genital warts. And common skin warts don't get transmitted to the genital area, so that's really not something to be concerned about.
