Likely normal: We have many lymph nodes in our neck. They are more noticeable (easly palpable) in thin patients and in patients who have an active infection or inflammation. Painful to the touch/hard tender tendons in multiple locations. Exercise/labor only makes it worse. Chronic symptoms. Midly high WBC. What is it?
Possibilties: Autoimmune conditions such as rheumatoid conditions, thyroid disease come to mind. An infection such a tick-borne illness like Lyme disease are considerations. Hard to tell...: I have difficulty picturing what you mean by "multiple small sores". If painful, it could be herpes. With or without pain, it doesn't sound like either strep throat or gonorrhea. If at risk for STDs and no pain, then the secondary stage of syphilis (typically 2-6 months after being infected) might be possible. Lymph glands: Generalized enlargement of lymph nodes are seen in infectious mononucleosis, malignant blood dyscrasias and other infections. I'm not sure that they would be found on the rib cage itself or on the shin bone. I recommend an evaluation by a hematologist or an infectious disease specialist.
