No: Arteries pulsate. In general veins do not. Irregular or high or low pulse rates need clarification. From being out of shape to having significant arrythmias. Not a vessel: A blood vessel (either vein or artery) cannot pulsate any more quickly than your heart. So what you are experiencing is more likely a muscle twitching or spasm. Pulsing: It wouldn't be a vein that pulsates and it's doubtful that a prominent arterial pulse would be felt in that area.
