May be 2 different..: The lump at penile base means it locates near the pubic area. If so, is it hurting and how long has it been there? If not hurting and longtime bump, it may be just a sevaceous cyst or a mole. Treating dysuria would not be related with the bump. If dysuria is urethirtis-related, it is usually related with chlamydia and you will feel better within 3-7 days.
