Get Second Opinion: Have you seen more than one urologist? I would get another opinion since 4 uti's in a year seems excessive and if they don't know what's causing it they can't treat it very well or it would be cleared up. It seems the urologist you are seeing whant to see if circumcision is the cure for something even if he doesn't know what the problem is. Most likely the glans is still engorged with blood and will eventually shrink down and cover up. After ejaculation, the penis may take some time to resume its full flaccid state.
