T1 radiculopathy?:
Without knowing more, i'd suspect a t1 radiculopathy. The first thoracic nerve provides sensation in this area.

Possible: There is no perfect test, and it is possible to have heart pain with a normal ECG. Best to also check blood tests with this, and consider other tests such as a stress test if symptoms persistent. problems than thoracic problems.
Get a good exam of the cervical spine and left shoulder.
