Best not use Q-tips: Hydrocortisone is a medication with adverse consequences if not used appropriately. Most people have ear itching from chronic q-tip use, effectively stripping the ear canal of lubricating properties of ear wax. Itch without rashes: It looks like you have chronic pruritis without a specific skin disease. Make sure you see a doctor and that you don't have chronic liver/kidney/thyroid diseases and other etiologies that may cause itch like hiv, tumors, lymphomas, polycythemia... Hard to say: The most delicate skin on the buttocks would be the area around the anus. Hydrocortisone would need to be used carefully there. However, some causes of itching in that area would not respond to hydrocortisone.
