Best not use Q-tips: Hydrocortisone is a medication with adverse consequences if not used appropriately. Most people have ear itching from chronic q-tip use, effectively stripping the ear canal of lubricating properties of ear wax. Hard to say: The most delicate skin on the buttocks would be the area around the anus. Hydrocortisone would need to be used carefully there. However, some causes of itching in that area would not respond to hydrocortisone.
