You may consider leaving the grey hair alone, it would save the hassle, expense and avoid exposure to the chemicals in the hair dye. Folliculitis : I think you mean folliculitis which is an infection of the hair follicles. But you mention a laser which sounds like laser hair removal. At any rate, removing the follicle will help the infection but you need a topic antibiotic as well. Ees (erythromycin ethyl succinate) pads work well.
