Better absorption &: I am assuming you are talking about sex steroids like Estradiol or testosterone. Fewer side effects are likely, because they do not go through the liver first. If you are talking about corticosteroids, the medicine is on the skin at a higher concetration, sparing the body of steroid aside effects. They are used for inflammatory skin issues. Most forms are creams and ointments, not gels.

Yes: All steroids except those specifically for the eye have that disclaimer. Use as directed and try to limit the exposure to two week intervals but in the short run it is safe.

However, using them in this way requires frequent breaks and good follow up with your doctor to make sure you are not having side effects. It also depends a lot on the strength of the steroid and where you are putting them. Eczema requires a coordinated skin care plan of which steroids are a small part. See your doctor.

No.: There are many types of steroid creams all work for different stages of eczema or locations. "weak" steroid cream good for face ears and neck, for example. "strong" steroid cream suitable for chronic, thickend eczema. Sometimes, steroid creams loose their potency and become ineffective after a longterm usage. (there is debate why it's that). You'd better let your dermatologist decides what's best.

For someone with a chronic history of topical steroids, more than a month a few times each day, try slowly stopping called "tapering" off the medicine. Decrease to once a day for two weeks, then every other day for a few weeks, then you should be able to stop with no problem.
