It May be Serious: You need to stop eating these foods and see an allergist for an evaluation. You may be very allergic to something, either the food itself or possibly a preservative. Any time you have swelling and difficulty breathing it could be very serious and if an allergy could lead to a potentially fatal reaction. Chemical burn: Sounds like either chemical burn or possible local allergic reaction. Can try toothpaste or mouth rinse for sensitive teeth which may help. Your doctor can prescribe mouth rinse viscous lidocaine, Benadryl, (diphenhydramine) and mylanta or Maalox which may help. Only time will heal tongue. Hope this helps. Best of luck. Yes/no: Yes = due to long term chewing on it can cause a callus (whitish) which in turn can become precancerous by definition.
No = No worries because I have never seen it get to that stage or there are no clinical cases on record that this has happened due to repeated chewing.

Could be allergic: Allergy typically requires a-repeat-exposure to have the reaction. Since the child is getting the rash, it is seemingly just localized, at least for now, from the use of the above--cannot tell which one. Or, it is simply from rubbing/cleaning the mouth too much can cause irritation.
Can try one at a time, don't clean too hard, and see which one causes the rash.
