Development varies: slightly with each infant, and if he is making good eye contact while lying down, cooing and smiling, it sounds like he is on track. It may be that when he is upright, there are so many more sights to see that his eye contact with you is intermittent, compared to looking at you vs a boring ceiling when lying down.
