I have painful tiny white bumps on my testicles started as a rash on scrotum after swimming. Then a few bumps on scrotum. Now a lot of white bumps.

May be normal: The bumps you are noticing are probably just normal hair follicles, but they could also be folliculitis, molluscum contagiosum.
