Any time my son (3) is in the sun for about 30 minutes, he gets small white bumps that itch on any exposed area--and some unexposed areas.
Photoallergic: dermatitis, also called photosensitivity or heat urticaria can develop in anybody, and is especially common when a person is on various medications. Have very tiny and concentrated bumps on tzoe area. Tzone area is quite oily but other parts not covered by these are not. Nothing seems to work?

The most likely: explanation is that you have a benign lipoma (fatty accumulation below the skin) with, coincidentally, a bruise near it. Skeeter syndrome: This is likely from an allergic reaction to mosquito saliva. The treatment is symptomatic-topical anesthetic or NSAID for pain and topical anti-itch agent for itching.
