Two considerations: You might possess pinching of nerve in neck, cervical radiculopathy, and if arm is raised, you might feel less symptoms. Intrinsic shoulder : Joint problem, such as rotator cuff tear or frozen shoulder joint may be present. The numbness could be indeed "shoulder hand syndrome" or maybe brachial plexus issue associated with the shoulder pain. Perhaps a parsonage turner syndrome or even a thoracic outlet syndrome if symptoms worsen on arm elevation. However, sounds like a mix of joint and plexus. Radiculopathy: It sounds like a disc has herniated in your neck or some other issues closing off the opening your nerve roots run through to exit the cervical spine. These are classic symptoms and I recommend seeing a physician sooner than later to identify if there is anything emergent or surgical necessity to avoid arm paralysis.
