My thyroid levels are normal but my thyroid gland fluctuates in swelling. Have a list of symptoms and cysts on my thyroid. What could be causing this?

No surprise: Symtoms of hypothyroidism are nonspecific, with normal T4 T3 (liothyronine) TSH ruling out thyroid as cause. Look for another cause for your symptoms.
