The "sack of the baby" is likely the amnion, which encases the amniotic fluid. Having a "low" sack is not very common or a recognized complication in pregnancy. It is possible to have the pregnancy be in an abnormal location (like the cervix, which would be really low!), but that doesn't seem to be the case here.
