Long enough.: Penis really does not need to be very long to serve it's purpose. There is a lot of variation in size at around that age. 13 cm is long enough. Question Peyronie's: This would be very unusual for a teenager & thus wonder if this is an accurate diagnosis. Teen in question may have upward curvature of his penis as a congenital defect. If so might be amenable to some surgical correction. Second opinion by an experienced pediatric urologist might be considered. Sexually active?: It depends upon whether or not you have been sexually active. If you have been having sex then you need to see a doctor and get an exam to make sure you do not have an infection. If you have not been sexually active then it may just be a small cyst. If it is a cyst then will probably go away on its own in a few weeks. If it does not go away then see a doctor for evaluation.
