Definitely not: This does not mean Downs, nothing suggests Down's at 5 weeks. The 22, 000 is pretty normal. Good wishes.

HCG: Is found at some amount in any pregnancy. In an ectopic pregnancy the baby plants in the tube instead of the uterus. As it grows and stretches the tube it causes pain. If not found the tube will burst and needing will start and the mom can die. It is not possible for this baby to live.

Phantom Pregnancy: Yes, this rare event is possible. There would be no HCG levels if there is a phantom pregnancy.

Need an ultrasound: If you beta HCG is elevated, it may be normal or a sign of problems. A dramatically elevated HCG can be a "molar" pregnancy, which is a very abnormal placenta, usually without a fetus. This would be seen with ultrasound, twins will cause an elevated hcg. Sometimes fetal or placental problems can cause an elevated hcg, and again a detailed ultrasound would evaluate this.
