Yes: In addition to dr. Schnur's comment, pain at that particular joint can also be associated with pre-dislocation syndrome, or damage to the joint from overload/overuse. Untreated this will lead to joint instabliity and dislocation. The second joint on my second toe hurts so bad when it's touched. It doesn't look red or swollen but cant bend all the way. Run regularly but no trauma.
Painful toe: Joggers sometimes get 'stress' fractures (though they are relatively longer bones of the foot). Get an X-ray. Other possibility includes tendinitis.
