Maybe herpes?: If the lip started out itchy and these little bumps were tiny blisters filled with clear fluid I would say it was a cold sore, also known as herpes labialis. Probably Allergy: Take some allergy pill like Claritin/Zyrtec or Benadryl (diphenhydramine) and see if it helps with the lip swelling. Check your temp to make sure you dont have fever.
