What can a person do for fluid build up, in both legs, ankles and feet. It hurts so bad at times. They are so swollen especially in hot weather?

Hot weather: Very swollen and hard great saphenous vein along both legs, veins are colorless. Way more in right leg, than left leg. Discomfort and aching, but no swollen legs, no change in color or warmth. 19 y/o male and very low bodyfat.
