rest - don't walk around a lot on it if it hurts to.
Ice - ice compresses, 20 minutes every hour.
Compression - wrap in an ace bandage or a neoprene wrap.
Elevation - put your foot up on a chair, ideally elevate above the heart if it's really swollen.

Yes and no: The mere fact that it’s swollen doesn’t mean that it’s broken but it could be. You have a few ligaments attaching to your lower leg bones (tibia & fibula) and these could also cause the swelling, and indeed a fracture (avulsion). My advice would be to see a doctor.
