Shingles?: Without being able to look at it, i would hesitate to attempt a diagnosis. That being said, if it is painful, and has a "blister" look about it, it could be shingles, which can be treated. In absence of injury: This could be ganglion, or a swelling from underlying bone, nerve, muscle, or vascular tissue. If its getting bigger or causing pain, etc. Then need for investigating it further with xrays, mri/ct scans, blood work.
