Allergic reaction or sun exposu: This sounds like a generalized allergic reaction. It could be to salt water, a pathogen in the saltwater, the sunscreen, or something in the sand. Also combination of sun exposure can cause dehydration which can present that these symptoms. Push fluids and administer benadryl (diphenhydramine). Not a process: Burns have "degrees", not "stages". This is a definition of severe it was when it occurs, not a process. Redness is stage 1, but injured skin may peel off. Another possibility is that something you are applying to the skin, followed by exposure to sunlight, creates a reaction or rash. See a dermatologist for the treatment.
