Can't be 100% sure: But what you're describing sounds a lot like the early signs of a cold sore. These are typically caused by a strain of the herpes virus that about 80% of people carry in their system. People usually get them when they are run down, or stressed (or have a "cold"). This is a type of allergic reaction which causes swelling around the face, lips, tongue, and soft tissues of the throat, that can be serious and requires medical attention. A couple things: If this is a snorkel that is new to you, it may be sensitivity to a component of the mouthpiece. Some older/cheaper snorkels may have latex rubber mouthpieces, to which you could be sensitive. You may also have been exposed to a piece of jellyfish or man-o'-war tentacle.
