Depends: There are formulas online that can calculate your expected height based on the height of your parents. When you stop growing depends on when you start your pubertal growth spurt. You need to contact your pediatrician and ask to see your growth curves. If they are in the normal range you are doing OK.

I have not experienced this in my practice. When you stop growing the bone does not continue to grow and certainly not 13 years later.
There are conditions where certain parts of your bone structure grow but you don't get taller.
That condition is acromegaly.

The growth plates of your bones fuse 2-3 years after puberty and after that there is no known way to grow taller. As you said, I believe you did not grow in height but are standing taller which makes it look like you are taller.
