Possibly normal but?: In most cases it can be a pain which will persist for several weeks. The pain in the shoulder comes and goes so probably does not mean something bad but should gradually get better. If it persists then the area needs to be evaluated and need to see your Dr. Use heat and gentle range of motion with some NSAID like Ibuprofen if not contraindicated. Several poss. Causes: Thyroid enlargement, muscle spasm, lymph node swelling, vessel problems, etc. If this is a concern, I would recommend you have your primary care doctor look at it asap.
