How bad is subcutaneous soft tissue swelling at the medial aspect of the ankle? I've had this for a yeah now. Can this turn in tumor cells?

Ankle xray shows no fracture only soft tissue swelling. Still have symptoms of pain and swelling on exersion. What could this mean?
Right foot is swollen from ankle to toes. No pain, redness or heat. X-ray says only soft tissue swelling. One month duration so far. What would it be?
See PCP / podiatrist:
Best thing to do is to have your PCP or a podiatrist take a look at the swelling if the swelling has been there for a while. Otherwise, if this appeared as a result of some trauma, it should get better within a few days.
