More info needed: It's difficult to judge potential causes from this description. If the "bumps" are superficial, genital warts might be the best bet; or just skin tags. If they seem to be coming up from deeper in the skin, maybe just skin cysts or pimples. Only way to know for sure is to see a doctor or clinic. Probably normal: Every male has "small white bumps" on the penile skin, normal sebaceous glands and hair follicles. If you are this is new and/or abnormal, see your doctor or a dermatologist. In the meantime, this description doesn't sound at all like genital warts. And common skin warts don't get transmitted to the genital area, so that's really not something to be concerned about.
