Take a medication: The rash that you describe can be due to many causes. At this point you can take an otc class b antihistamine such as Cetirizine 10mg and apply an anti-itch cream such as sarna with pramoxime (not benadryl). If no better or worsening, see you physician.

Keratosis pilaris: Is quite common. They generally only get itchy if your skin is dry. They only scar if you pick at them. You can use an exfoliant and a loofah. Acne is also possible.

Outbreaks of itchy: red bumps are very common and have many different causes: allergy related hives, especially if you've contacted something new (natural/leaves/plant or artificial/household chemicals). A red itchy rash can go along with being sick (chicken pox/impetigo) or parasites (scabies). Try some OTC cortisone cream and antihistamine for a day or two. .. then to Derm if persists. Hand eczema: The most common causes are irritant (too much hand washing) or contact allergy. Pay attention to the type of soap and hand preparation to see it changing the brand would help (no scented, anti-bacterial soap) or gel). If you wash you hands too often, consider wearing a non-latex glove on some of the chores and apply a lotion after washing whenever possible as well as reducing hand washing

Rash: You have to have a doctor look at it to determine if the rash is an infection and if it is contagious. Ringworm does not cause widespread rashes like this usually.

Dermatitis?: Small red bumps could be dermatitis (skin irritation allergy) or infectious lesions (like viral zoster). The presentation is so widely variable that the only way to properly diagnose you is to see your physician. Your physician will want to know how long these 'bumps' have been present, if you changed soap or detergent recently, what improves it, and seen these bumps before? See your physician.

See derm: See a dermatologist who may biopsy one of the lesions to look for the culprit and treat you accordingly.

Many causes: Rashes are challenging even when the doctor can see them, so even harder in this forum. Small red bumps on both legs make me think of reactions to clothes, or something in contact with that area on both sides. Bites can do it. It could be heat rash, a reaction of the skin to warmth and occlusion from pressure. Some drug reactions can do that as can conditions like eczema and psoriasis.

Hives: Raised itchy bumps could be hives, which are due to a whole host of causes. Anthistamine medication could reduce the bumps and itch if truly hives. However, a photo of your rash is very important. Either consult a physician on this site with a photo or in person, or see a doctor in person to diagnose if the rash does not improve.

Many possibilities: Hives localized to the inner thighs may be due to multiple causes. The area is warm and one thigh can rub against the other. It can be due to cloth or chemicals in pants, just to give a few examples. Wear non-tight pants; when itchy, apply Sarna with pramoxime. Otherwise, keep dry with cornstarch or talc. Take an antihistamine such as fexofenadine or cetirizine. No help - see your physician.
