Yes: The area around the bottom and upper legs is a common additional site of hfm, it just didn't make it to the label when the pattern was being named. If that's the only site and there are no blisters it could be something else. Te variability of hfm is quite diverse, with some having only one area involved.

Veins: Hemosiderin stains secondary to veins and or ankle swelling. Not dangerous but one should watch for itching to start or increased swelling. Venous ulcer could start. Wear good compression hose or socks 20-30 mm Hg is fine.

Many possibilities: There are several different things this could be. You really should see a dermatologist and have a proper evaluation.

Red patches: The description, unfortunately, doesn't give enough information. As it could be a lot of different things it merits an exam to decide. See your podiatrist or dermatologist.

The choice is yours: You could ice it and take antiinflammatories and see how you feel, or can see the foot doc who will likely take an xray to see if just a contusion or if you broke anything. Ice it on/off 20 minutes when you get a chance for the next 24 hours.

I have a little: Rash such as you are describing could be caused by an allergy or reaction to a medication or contact dermatitis from any substance that is touching your feet/legs. If also itchy, scabies. Discuss with your internist all the meds you are taking. See podiatrist or dermatologist for PO or topical meds, if not better get a biopsy that will tell you the cause of rash.

Petechiae?: Rashes are always a bit of a diagnostic dilemma, but one possibility for this rash is caused a low platelet count. Are you having any new bruising, nose bleeds, or gum bleeding? Platelets are important for the appropriate clotting of blood, and when your platelet count is low, you can get this typical petechial rash. If it spreads or appears elsewhere, a platelet check might be warranted.

One look is worth a: 1000 words. A broad differential would be; bug bites of some type, a viral rash, some broken blood vessels, contact dermatitis from some plant, localized allergic reaction. If they cause you no symptoms it is probably safe to watch for 7-10 days and see if they go away. You could also try to use an over the counter steroid cream.

Be seen by your doct: New onset ankle swelling may represent protein loss in urine, possible heart issues or too much salt in your diet. Tiny red dots may be associated with low platelets or skin issues. Best to be seen and have exam, blood counts, and a urine check. Hope everything will be okay.

Will get better: Many common viruses can cause bumpy red rashes all over. However, a toddler with a rash after a high fever breaks may very well have ROSEOLA, or exanthem subitem, which is identified by this appearance after high fever. It is common and goes away by itself. Your child should be getting better and behaving normally. Best wishes!

It is hard to be more specific, but I see you are trying an antihistamine and topical steroid cream. See your doctor soon if these treatments are not working.

Hand, foot and mouth: This could be the classical symptoms of Hand, foot and mouth disease which is caused by the Coxsackie virus. It typically begins with a fever and feeling generally unwell. This is followed a day later by flat discolored spots or bumps that may blister, on the hands, feet, and mout. Signs and symptoms normally appear 3–6 days after exposure and resolves in a week. See you doctor to confirm this.

This could be a problem of insect bites such as bed bugs, etc and it would be important to have a specialist diagnose the condition as soon as possible so that whatever treatment you need, even if it's not an insect problem, can be started without much delay.
