Not an emergency: Doesn't sound like an emergency to me. Cool compresses might help. Find out if there is something that you are ingesting, applying locally, (sun screen?) or maybe your detergent or fabric softener. Could be an allergic reaction to a medicine that you are taking. Possible: looking at the rash in the picture without actually seeing the patient will suspected a viral lesion condyloma contagiosum. This can occur in patients with weakened immune system if you took Prednisone. It will spread by scratching it. It will usually resolve after a long time without treatment.
